e-SEWA for Consular Services

The Embassy of India, Lisbon is pleased to inform that the e-SEWA – Indian Consular Services System is being rolled out with effect from 15 August 2026. The e-SEWA platform enables Indian citizens and OCI card holders to directly submit applications online on the portal for miscellaneous consular services at Indian Missions/Posts abroad. In line with the Government of India’s vision and flagship programme “Digital India”, e-SEWA is an initiative of the Ministry of External Affairs, Government of India, aimed at providing a unified online platform only for various miscellaneous consular services (NOT for Visa, Passport and OCI )

2. e-SEWA (Indian Consular Services System) is for Miscellaneous Consular Services w.e.f. 15 August 2026. Applications must be submitted online only. e-SEWA does NOT apply to Visa, Passport, or OCI. For any queries please write at conspassport.lisbon@mea.gov.in

Affidavit for Child Passport to be Issued in India

Affidavit required in connection with the issuance of an Indian passport to a minor child in India. The affidavit is to be submitted by the parent(s) / legal guardian, as applicable, along with the prescribed supporting documents.

Attestation / General Power of Attorney

Attestation of a Power of Attorney document executed before the Consular Officer, enabling the holder to act on behalf of the applicant in India. Two witnesses (non-blood relatives, non-beneficiaries) are mandatory. Each page must be signed and numbered.

Attestation of Affidavits

Attestation of affidavits or sworn declarations executed by an applicant for submission before authorities, courts, institutions or other organizations in India or elsewhere, as applicable.

Attestation of commercial and business-related documents intended for use in India or for submission to relevant authorities or organizations.

Attestation of Power of Attorney (Property Matter)

Attestation of a Power of Attorney relating to property matters in India. The document may authorize a representative to undertake specified property-related activities, including transactions or representation before relevant authorities.

Birth Certificate – Self

Issuance/certification of a birth certificate relating to the applicant, subject to applicable requirements and verification of supporting documents.

Certificate of Registration of Birth

Certificate relating to the registration of the birth of an Indian citizen, subject to applicable rules, documentary requirements and verification by the competent authority.

Driving Licence Attestation Certificate

Attestation/certification of an Indian driving licence for submission before authorities or institutions where such certification is required.

Life Certificate


Confirms the applicant is alive. Required by pension disbursing authorities in India (e.g., Central/State Government pensioners, EPFO). Must be submitted periodically (usually annually in November).

Certificate relating to the nationality of the applicant, subject to applicable eligibility requirements and verification of the applicant's identity and supporting documents.

NRI Certificate – General Purpose

Certificate confirming Non-Resident Indian (NRI) status for use in India for property, banking, investment, and other purposes requiring proof of overseas residence.

Police Clearance Certificate (PCC) for Foreigners / Others

Clearance certificate issued to foreign nationals (non-Indian) requiring verification of their background for visa, immigration, or employment purposes.

Payment is to be made in CASH / CARD ONLY at the Embassy counter at the time of submission / collection. Bring the exact amount. Online payment through e-SEWA is not available at present for the Embassy of India, Lisbon.

Never sign affidavits or declarations in advance. All signatures before the Consular Officer must be done at the Embassy counter.

Ensure all uploaded documents on the e-SEWA portal do not contain special characters in file names and are within 200 KB per file.
